
U8 House Referee Program
Referees are one of the key
components to the game. They help ensure a fair and safe environment for the
players, coaches, and spectators. There is not a league anywhere that has enough
referee coverage for every game.
The U8 House Referee Program
is a chance for parents to not only help officiate U7 and U8 games as a trained
referee, but to enjoy the game more with increased knowledge of the laws
(rules) of the game.
Below is a description of what
happens on the field for the U5-U6 (Game Monitor); U7-U8 (Referee or Game
Monitor) and U9-U19 (Referee or Game Monitor) age groups to help provide an
outline of how youth games are officiated.
In the U5-U8 age groups,
there is no score kept. The center
official of the game can be a Registered Referee or a Game Monitor. Referees
are people that have completed a referee course. Once someone has passed the
test, they become a registered referee with the United States Soccer Federation
(USSF). A Game Monitor performs the center official role, but does not
necessarily hold a referee license. For Referees in the U7-U8 age group, games
completed can help offset registration costs through a reimbursement program.

U5-U6 Age Groups (Game Monitor):

Each team needs to have a volunteer to be a Game Monitor. A Game
Monitor is a parent, preferably not the coach as that person should be free to
attend to the needs of the players during the game.
§
A “Game Monitor” manages the players on the field. The Game Monitor
wears street clothes and is agreed upon by both team coaches prior to the game
starting.
§
Only one Game Monitor on the field at a time. There are no linesmen
used on these games.
§
Game Monitor could change at half time to a Game Monitor from the other
team, if agreed upon prior to the start of the game
§
Game Monitors do not receive reimbursement
U7-U8 Age Groups (Game Monitor or Referee):

Referee
o Teams are strongly
encouraged to have a team parent volunteer to take the Referee Course and
become an actual licensed Referee. Courses can be taken within

Parents that take either the Grade 9 or Grade 8 Referee course and pass
the written test will get:

Free Referee license paid by the Livermore Referee Association. That
person is then an officially registered referee with the state. This license is
good for the calendar year. Each calendar year after that only requires that
the referee fill out their paperwork and the renewal fee to continue to be
officially registered for the following year.

Free official Grade 9 Referee T-Shirt from LRA. This shirt is worn by
the Referee during any U7-U8 game that they center.

Application for player registration fee reimbursement
§
Registered Referees that do U7-U8 games will have a record card for the
year. Prior to the game, a coach from each team will sign the record card.
After the season, that volunteer turns in the record card with a reimbursement
form to the Director of Finance for LYSL. For each U7-U8 games done, the parent
will be reimbursed $10 a game up to a maximum of $100.00. Note that to get in
the maximum number of games; one does not have to strictly do their own child’s
team. Helping referee other U7-U8 games is encouraged.

Referees are not required to be assigned to any other game. However, we
do encourage that registered referee make their availability known to the LRA.
Assigned games are handled through www.arbiter.net. LRA assigned games are paid
through LRA.

NOTE: Referees that do not have the proper uniform are considered Game
Monitors.
U9-U19 Age Groups (Referees or Game Monitor):
§
Referee
o U9-U19 Referees must be
officially registered and wear the standard Referee shirts (not the U8 Referee T-Shirts
or street clothes). Even if the game was not originally assigned by LRA, all
registered referees that do games in U9-U19 games will be paid if they turn in
their time to LRA.
§
NOTE: Referees that do not have the proper uniform are called Club
linesman and have limited responsibilities that will be assigned by the Center
Referee.

Game Monitor
o Games without Referees:
§
The older the age group, the more desirable it is to have a Referee
over a Game Monitor.
§
The Game Monitor wears normal clothes and is agreed upon by both team
coaches prior to the game starting.
§
Game Monitor is a parent, preferably not the coach (who should be busy
coaching and handling the substitutions)
§
Game Monitor may change at half time to a Game Monitor from the other
team, if agreed upon prior to the start of the game.
§
Only one Game Monitor on the field at a time. Parent volunteers monitor
the sidelines for ball going out of play. Linesmen do not call off-side or
fouls. Linesmen wear street clothes.
§
Game Monitors do not receive reimbursement.
