PIM 01-02      PROTEST AND APPEAL HEARING PROCEDURES (revised 2/04)

Protests and Appeal Hearings will be conducted under the guidance of the current CYSA Protest, Appeal and Disciplinary Hearing Manual.  The appointed chairperson will be responsible to create a committee that shall consist of 3 or 5 members to hear all protests or appeals for Livermore Youth Soccer League.

PIM 01-03      DISCIPLINARY COMMITTEE PROCEDURES (revised 2/04)

Provided below is the list of procedures for the Disciplinary Committee:

1.      All verbal or written complaints regarding violations of CYSA Rules, LYSL Constitution, LYSL By-Laws or other governing documents are to be forwarded to the League Disciplinary Committee Chairperson.  

2.      It is the responsibility of the Disciplinary Committee Chairperson to assign the appropriate resources to investigate the complaint.

3.      Upon completion of the investigation, the results will be presented to the Disciplinary Committee Chairperson for review. If required, a “Notice of Hearing” shall be sent.

4.      The Disciplinary Committee Chairperson will conduct the hearing based upon the current CYSA Protest, Appeal and Disciplinary Hearing Manual.

PIM 01-04      FIELD RIGHTS POLICY (revised 8/06)

Field Rights will be determined by the following criteria:

1.      Scheduled Games

2.      If two or more games are scheduled for the same field, the following criteria shall apply:

a.       The highest classification (Division 1 will have precedence over Division 3 over Division 4)

b.      The oldest age group

c.       Coin flip

3.      Sites that have been designated as the training site for high comp teams will have precedence unless item 1 or 2 above apply.  The LYSL Game Scheduler will not schedule mid-week games at high comp training sites if other options are available.

4.      All other field situations are on a first come, first served basis, subject to LARPD permits.  Each Coach should make a best effort to accommodate all teams on any given field.

PIM 01-05      PRESIDENT STANDARDS (revised 2/04)

The President of LYSL is the only individual that has signature responsibility for any contracts as provided by the By-Laws of LYSL.  The President cannot have the appearance of being directly or indirectly working for any Independent Contractor, Organization, or Coach (House or High Comp) within LYSL during their tenure as President of LYSL.   The President must appear at all times impartial to any party other than LYSL and the players participating within the league.

PIM 01-06      AGE GROUP COORDINATOR STANDARDS  (revised 2/04)

Age Group Coordinators of LYSL are responsible for the formation of recreational House teams. They maintain the standings and resolve issues as they arise in the course of the season. Age Group Coordinators must appear at all times impartial in their decisions and process, without bias to any particular party or team. To that end, Age Group Coordinators may not be a coach (or spouse of a coach) in the same Gender and Age Group that they are appointed to during their tenure.

PIM 01-07      EXECUTIVE AND HIGH COMP COMMITTEE BOARD STANDARDS  (revised 2/04)

In order to prevent the appearance of potential for conflict of interest, no member or spouse of the Livermore Youth Soccer League Executive Board or High Comp Committee may serve on either executive board during their employment as an Independent Contractor or Sub-Contractor for an Independent Contractor in the service of Livermore Youth Soccer League.

PIM 02-01      USE OF LEAGUE ASSETS (revised 2/04)

It is expressly forbidden to use league field or office equipment, field or office supplies, or other league owned assets without the knowledge and permission of the Executive Board of Livermore Youth Soccer League. This includes intellectual properties, such as LYSL generated mailing lists or player information.  Assets may only be used solely by the league and not for use by a private enterprise or for purposes outside the best interests of the league.

PIM 02-02      USE OF LEAGUE NAME

In order to properly maintain the image and mission of the league, it is forbidden to use the name of the Livermore Youth Soccer League or otherwise represent the views of the league without the knowledge and permission of the Executive Board of Livermore Youth Soccer League.

PIM 02-03      AGE GROUP COORDINATOR RELATIONSHIP LIMITATIONS (revised 2/04)

Age Group Coordinators of LYSL are responsible for the formation of recreational House teams. As such, they must appear at all times impartial in their decisions and process, without bias to any particular party or team. To that end, Age Group Coordinators may not be a direct family member or legal guardian of a player in the gender and Age Group that they are appointed to. Immediate family includes: child, step-child, adopted child, foster child, niece or nephew, or other obvious and close relationship that may have the potential to create bias team formations, wittingly or unwittingly. (effective Jan 1, 2003)


PIM 02-04      PARTICIPATION REGARDING FINANCIAL STANDING

Those wishing to participate in the league, including player registration and the scholarship program must be in good current financial standing with the league. Outstanding, unexcused debt can be cause to hold up participations in any league activity.

PIM 02-05      FULL BOARD STANDARDS OF CONDUCT

In order to preserve the standards of the league and maintain an accurate reflection of those standards, the actions and communications of the board members must remain professional, appropriate, and within the scope of their position on the board at all times.

PIM 02-06      COACH TRAINING REIMBURSEMENT

LYSL may reimburse Livermore Coaches that have attended and completed the “F”, “E”, and “ED” courses offered by LYSL.  In the event that a course (“F”, “E”, and “ED”) is not offered in Livermore, a coach may petition the board for reimbursement upon completion of the course taken in another location but subject to the limits imposed as if the course had been conducted in Livermore.

 

Livermore Coaches may be reimbursed one-half of the cost not to exceed $250 for attending and completing the “D”, National “D” or “C” course or equivalent.  This policy applies to Head Coaches and not to individuals hired solely as independent trainers within LYSL.  Coaches seeking to attend the “A” or “B” (or an equivalent course) will need Executive Board approval for reimbursement (up to $250) prior to attending and completing the course.

PIM 03-01      LEAGUE ENDORSEMENT OF OTHER ORGANIZATIONS

In order to properly maintain the image and mission of the league, LYSL does not permit its name, logo, image or written materials to be copied, republished, excerpted, hypertext-linked to a Web site, or otherwise used for any commercial purpose, including advertising, or to suggest any endorsement, affiliation or sponsorship of any third-party product or service, without the prior written permission of LYSL.  Accordingly, no entity or individual may, in any written, verbal or electronic communication, including but not limited to press releases, promotional materials, advertisements, articles, videotapes, emails, telephone calls or face-to-face discussions, state or imply in any way that LYSL has endorsed, recommended, approved, sponsored or taken any other position regarding any product or service without LYSL’s prior written consent.

 

LYSL will not consider lending or otherwise transfer its endorsement to any external organization or individual without the initial process of the LYSL Endorsement Policy. Any endorsement from the league must be in strict adherence with the existing policies and procedures and not violate the expressed goals, rules nor implied intent of the bylaws and other league guidelines.

PIM 04-01      FULL BOARD MEMBER COMPENSATION

As a token compensation, any voting full board member that completes the duties and responsibilities of their appointed position(s) to the satisfaction of the Full Board is entitled to submit a written request of reimbursement for the basic registration fee for one player at the end of the playing season.  This player can be a child of which they are a parent or legal guardian. Should they wish to donate the right of reimbursement to another player, they may do so by naming a specific player or the credit may be donated to the scholarship program. Reimbursement benefit is limited to one player registration fee per person (regardless of the number of positions held). (effective Jan 1, 2005)

PIM 06-01      OFFICIAL LEAGUE DOCUMENTS

League information should always be aligned to the official league documentation. Significant league information should be created and distributed by appropriate league officials only. Consistency of message and accuracy of information is also to the benefit of all members. Documents from the league are official when they comply with the following requirements. Other information is to be deemed informational only.

1.      Bylaws outline the structure of the league. They must exist and be up-to-date with all governing bodies, including the State of California at all times. Bylaws require a full membership vote after successfully passing a Full Board successful vote as per the Bylaws Amendment article.

2.      Policy Interpretation Memorandums provide specific guidance on precise subject matters. PIMs require a majority vote of the Full Board to be approved.

3.      Standard Operating Procedure outline the structure of the league’s playing programs and frequently reoccurring subcommittees. SOP changes require a majority vote of the Full Board to be approved.

4.      Fliers, Handbooks, and other informational items must be aligned with existing official league documentation and shall not exceed the scope of authority for the committee or individual creating the document. New items must be submitted to the Exec Board for approval at least two weeks prior to release. Modified existing items need only be submitted for notification purpose prior to release. All such documentation will be presented at the next Full Board meeting for public notice.

Changes or additions to any league documentation must be submitted in writing to the Executive Board no less than 45 days prior to the Full Board meeting it will be presented for consideration.

Documentation approved by the league will be marked as “Board Approved” with revision date listed. All documentation and information shall be made publicly available within a reasonable time frame. All documentation shall be available via website or other public method and available in written form upon request.

PIM 06-02      HIGH COMP UNIFORMS

The High Comp Committee (HCC) with assistance from others will select the make, style, components, and graphics that comprise the High Comp uniform package.  The results of this selection will be published on the LYSL web site and in any league documentation specific to the High Comp program under the heading of High Comp Uniforms.

Mandatory components shall include the following:

  • Home Uniform:  Kelme Celta green jersey, Kelme Celta green shorts, and Kelme Premier green socks; no exceptions
  • Away Uniform:  Kelme Celta white jersey, Kelme Celta white shorts, and Kelme Premier white socks; no exceptions
  • Elite Soccer logo on the front and player number on the back of each jersey (white on green jersey and black on white jersey); no exceptions
  • No other letters, numbers, graphics, logos, patches, etc. shall appear on any of the above described apparel

Optional components shall include the following:

  • Kelme Tiburon warm-up; green
  • Kelme Team Pack; green
  • Customization of the optional components (listed optional components) shall be permitted provided it is done in good taste and not deemed offensive.

Approved uniforms must be worn at all sanctioned events where a team is representing the league.
