Key Information

Livermore Youth Soccer League provides youth soccer for roughly 2,700 - 3,000 players a year. About 400 of these players are in the High Comp program, the remaining in the recreational House program. We are under the rules and guidance of CYSA-North, under US Youth Soccer. LYSL has been around serving our community since 1976.

League Statistics

In the 2006 season, LYSL currently has 2,811 registered players. Players were divided fairly equally with 49% girls (1,379) and 51% boys (1,432). Below is a breakdown of how many players were in each age group throughout the league (regardless of playing program/division).

In the 2006 season, half of the players in the league are in the U9-U14 age groups. No coincidently, it is the hardest area to cover with game officials due to a shortage of referees.

In 2006, High Comp (covers U9-U19) had 35 teams (up 9 teams from the previous year) while the House program (U5-U19) had 215 teams for a total of 250 teams in the league. High Comp had seventeen Division 1 and eighteen Division 3 teams. Therefore, 86% of our teams were in the House recreational program with the remaining 14% (up 2% from the previous year) in High Comp.

 Communication Options

During the year there are often thought of interesting ideas that come up that I would like to share with others. As an experience, a blog has been created to have a venue for miscellaneous thoughts and discussion.

League Website (www.lysl.org): This website is the main location to get all the league information. This is the first stop one should make to get all the league news, program information, documents, and contact information. The site is updated frequently every week of the year.

Yahoo Group: The purpose of the yahoo site is to send out league wide announcements to signed up members from the league, not to receive them. Members can chose, to sign up to received announcements from the league. Members monitor their own level of notifications (emails, no emails) and their email address information. Announcements average 2-5 a month.

League Newsletter: Automatically mailed quarterly to registered members at that time using the old fashioned (and still a great way) via the Postal Service. The newsletters are also posted to the league website. Each newsletter is targeted towards the parent members of the organization. The goal is to give a general glimpse into what to expect coming up in the next few months as well as details of hot topics.

Email: Notifications and information to coaches are sent to them directly via their appropriate board member contacts. Much of that same information is available via the league website.

President's Blog: During the year, there are many times that an interesting observation or idea comes up that the President would like to openly comment on. This type of communication does not always fit into the goals of the communication methods above. This year, I (Corey) would like to try out a blog format for this type of messaging. Let's see how it goes.

League Contacts

LYSL Executive Board Members = Oversee the administration of the league, set league policy, and manage the budget. Meets officially at least once a month.

LYSL High Comp Committee Members = Administers the league's High Comp Program, oversees the management of the High Comp Technical Director, High Comp teams, and High Comp budget.

LYSL House Age Group Coordinators (AGC) = Administers the league's recreational House Program, oversees the team formation, coaching staff, and standings.

Other LYSL Board Members (Voting Members) = Various positions of help to administer player programs and league functionality that have Full Board voting rights.

Other LYSL Board Members (Non-Voting) = Various positions of help to administer player programs and league functionality that do not have Full Board voting rights.

Meetings

High Comp Committee Meetings are held monthly at various locations. These meetings are for the HCC members and invited guests only.

Executive Board Meetings are held on the 3rd Tuesday of each month at 7:30 p.m. at various location. These meetings are for the Executive Board members and invited guests only.

Full Board Meetings are held on the 4th Tuesday of each month at 7:30 p.m. at Beeb's Banquet Room - Las Positas Golf Course off Airway Boulevard. These meetings are for open to the public.

Registration

Open Registration for LYSL usually occurs in February or March as a big event at a public place. To register a player a legal parent or guardian must be present to sign forms. The players are not required to be present to sign up. It is strongly recommended that registration is done during this event as there will be a lot of people present that can answer questions, help you fill out the paperwork correctly to make placement quicker and easier, and samples of uniform sizes will be available for inspection.

Eligibility - Players ages 4-18 years of age. The age group of a player is defined as how old that player is on July 31 of the playing year. Movement between the age groups is not permitted in the House program. High Comp age groups are based on "age pure" or one year brackets from U9-U19. Movement between age groups is limited to specific circumstances that are listed in the High Comp program information.

Under 5 - Those who are 4 years old on July 31st of the playing year.

Under 6 - Those who are 5 years old on July 31st of the playing year.

Under 7 - Those who are 6 years old on July 31st of the playing year.

Under 8 - Those who are 7 years old on July 31st of the playing year.

Under 9 - Those who are 8 years old on July 31st of the playing year.

Under 10 - Those who are 9 years old on July 31st of the playing year.

Under 12 - Those who are 10 or 11 years old on July 31st of the playing year.

Under 14 - Those who are 12 or 13 years old on July 31st of the playing year.

Under 16 - Those who are 14 or 15 years old on July 31st of the playing year.

Under 19 - Those who are 16, 17 or 18 years old on July 31st of the playing year.

(basically, what ever the age of the player is on July 31, 2005 defines their age group. Example: A player age 7 on 7/31/05 is a U8 player.)

Required Paperwork - To register, a parent or legal guardian must have the following items completed and turned in. There will be space at registration event provide to sit and complete the paperwork.

  • LYSL Registration Form (provided by LYSL at registration) - This form is unique for LYSL player registration. It requests player contact information, geographic locations, years of experience playing soccer, uniform size, interest in House or High Comp program, and more. This information is vital to getting the players placed appropriated. All players must have a completed form to register with the league. All registration forms must contain the player's legal birth name as shown on their birth certificate or passport. Hospital or church records are not acceptable.

    • In 2006, geographical area is being determined by nearest school that is nearest the age level of the player.

  • USYSA Form 1601 (provided by LYSL at registration) - Commonly referred to as "the Health Form", this document is required by CYSA and LYSL of all registered players. Legal parental (or guardian) signature is required on Form 1601 in two areas for every player. Note: Any unsigned medical releases on Form 1601 for any reason will result in the ineligibility for the player to be registered with the league. Coaches are required to have a fully signed 1601 with them at all times they are will the players.

  • Copy of the player's legal passport or certified birth certificate (not a hospital or baptism record) if not already on record. [New players are required to provide a copy of their birth certification or Passport to be kept on file with LYSL. Players that made a high comp team will be asked for another copy of their birth certificate by their coach once the teams are formed.]

  • For all players U9-U19, provide a current headshot photo (1 inch by 1 inch) of the player for their required player pass.

  • Payment in the form of cash, check, or money order

Uniforms - Players must wear the official LYSL uniform to participate in games. Details are below.

Fees - The league has taken the position that the fundraising activity became a burden on every team and family. Some members were very happy to participate and others (including entire teams) resisted due to the fact that they already are faced with a number of similar activities such as the school fundraisers. LYSL has chosen not to participate in a league wide fundraiser, such as the coupon books, as a league event. Because of this decision, fees are calculated annually on all players to offset the loss of the fundraising activity.

House Program (Division 4) Waiting List - Any registration paperwork turned in after the registration event is considered late. At some point the player list has to be "frozen" while teams are formed. When this happens, newly registered players are placed on the waiting list until the teams are formed. Then wait list players are placed on team where openings exist.

To sign up to be on the waiting list, email or leave a voice message for the appropriate Age Group Coordinator (AGC).

  • Until there is an opening, you will not be called. Please do not call to ?check up? on the openings.

  • IF an opening becomes available and you are called to fill out the paperwork, please follow these instructions:

o        IF an team opening occurs and the player has been accepted for placement by the AGC, the parent will be notified how much money is owned and instructed to drop a check or M.O. (made out to LYSL) to the Registrar (5516 Oakmont Circle) soccer box on the porch.

o        Get the paperwork from Registrar's porch at 5516 Oakmont Circle. Please do not knock on the door as this is a personal residence. Email (registrar@lysl.org) or call (461-7570, 14#) with questions.

o        Return completed forms to 5516 Oakmont Circle with payment

Player Passes - All House and High Comp players and coaching staff U9 and above must have player passes. Find the current information on the Documents page.

High Comp Program (Division 1 and 3) - Players wishing to participate in High Comp Al Caffodio (Division 1 or 3) MUST attend tryouts to possibility of being selected. Check the website for final dates and locations as they become available. If you are interested in High Comp placement after tryouts, contact the High Comp Committee for available placement. All registrations for approved High Comp placement must go through the the Registrar.

"WELCOME TO LIVERMORE YOUTH SOCCER LEAGUE" handout is a brand new publication each family registering will have a "WELCOME TO LIVERMORE YOUTH SOCCER" handout to read about youth soccer. This document contains an overview of this league's programs and operations. Some change naturally occurs over the years, so be informed. Read the material. TOPSoccer (Division 5) is a community based training and team placement program for young athletes with special needs. These needs are because of a physical or mental disability that might discourage or preclude the child from participating in a sports program. TOPSoccer is classified as Division 5. Uniforms

HOUSE: All LYSL House teams must wear the official High Five Livermore uniform, which consists of a separate white and green jersey, black shorts, and green socks. House uniforms are sold directly to the parents by the league's Uniform Coordinator. Parent can order via email, phone, or mail. Instructions and pricing information are on the league store page.

All uniform issues are handled by the league's Uniform Coordinator (uniforms@lysl.org, 461-7570, 6#). The vendor does not handle house issues or purchases directly, the league Uniform Coordinator does.

 

HIGH COMP: All LYSL High Comp teams must wear the official Kelme Livermore Elite uniform, which consists of separate white and green jerseys, black shorts and 2 pair of green socks. For current information on high comp uniforms, click here.

Issues and Disciplinary Process

Expectations - To help understand the soccer program as it is governed by the California Youth Soccer Association (CYSA), please take a moment to ready their publication CYSA Code of Conduct.

Unfortunately, there are times that an issue regarding the conduct or application of the guidelines and policies of LYSL arise. Here are the proper methods to use to bring attention a concern regarding an LYSL member or LRA Referee.

Livermore Youth Soccer (LYSL): The three types of issues (General, Escalated, and Disciplinary) that arise and the best course of action are listed below. We try to keep the kids away from grownup problems as much as possible.

  • General: We encourage all parents and players to keep a good line of communication with their player's coach. Utilize the team parent, which is one of their functions. A player/parent's main point of contact and information is the team coach, league website (www.lysl.org) and league phone line (925-461-7570). Contacting the appropriate House Age Group Coordinator "AGC" and High Comp Representative is the next option. Unless the AGC/Rep left you their home number to use, please respect the AGC's home life and use the appropriate phone and email that has been set up for each AGC.

  • Escalated: If an issue can not be adequately addressed by the coach or House AGC/High Comp Representative, the Director of that program may need to be contacted. After that, the President of the league. Note: Attempting to escalate a matter directly to the Director or President will not help an issue move along more quickly. We will always go back to the coach and AGC/Rep to consult and add them to address the issue first.

    • The number of complaints we receive about coaches that are training their team to WIN at all cost, rack up the score over 4+ goals ahead, training players to play far too aggressively and the foul language by players and coaches is getting to be too much. (Do you know that one foul word by a player or coach is grounds for the Referee to RED card the player or eject the coach immediately!?)

    • Parents and coach alike are report a wide variety of unsportsmanlike conduct. Most of these issues can be addressed through the appropriate AGC for that age group and talked out, agreements of expectations hammered. Let's remember we're all human and deserve a chance to come to an educated understanding before things get out of hand

  • Disciplinary: Regarding the league programs and membership, we try to settle issues are adults. PLEASE remember that none of us really want things to go so far that a Disciplinary Committee Hearing is required

o        Rule Violations: To raise an issue with the coach, player or parent regarding rule violations, the appropriate process is to write a letter (not email as CYSA guidelines) the LYSL House Disciplinary Committee Chairperson. Only with such documentation and the willingness to come to present your issues are the only ways the Disciplinary Comm. can impose a possible punishment that can range from warning, suspension, or removal.

To submit an official letter of complaint, mail or drop off letter at 5516 Oakmont Circle, Livermore. In your letter, please include:

-         Date/Time of incident

-         Location of incident

-         Parties involved

-         What was observed and by whom

-         Your contact information

If a hearing is called, you will be notified of when you need to present to present your issues for the Committee to hear and render a ruling.

Referee Issues - Issues or questions about referee conduct and application of the rules must be addressed with the Livermore Referee Association "LRA". The LRA is responsible for game assignments and managing the referee program. LRA is its own entity and subcontracts to LYSL for referee services.

 The Livermore Referee Association website is http://www.livermorerefs.org. LRA is always looking for more referees! Check out the website for upcoming Referee Licensing classes.

To raise issues regarding a referee, write an email or write a letter to the LRA/LYSL Liaison, Brian Hufford (RefereeOfficer@livermorerefs.org). In your letter, please include:

  • Date/Time of incident

  • Location of incident

  • Parties involved

  • What was observed and by whom

  • Your contact information

Remember that a question or issue that is not brought to the attention of the appropriate person is likely not to be address. Additionally, anonymous calls and letters will not be addressed as they can not be fairly examined.
