OVERVIEW

For the 2010 season, LYSL will continue to offer the Rec-Plus program to its membership. This group will play fall league games in divisions formed with other Rec-Plus teams from LYSL, Mustang Soccer Club in Danville, CA and San Ramon Soccer Club in San Ramon, CA.

ELIGIBILITY
The age groups eligible for participation in this program are U9, U10, U11, U12, U13 and U14 boys and girls.  The age groups divisions are formed with two year intervals and so are comprised of U9 and U10 players combined in the U10 division; U11 and U12 players combined in the U12 division; and U13 and U14 players combined in the U14 division.  Divisions are gender specific with all boy teams playing in boys' divisions and all girl teams playing in girls' divisions.

ENROLLMENT
For 2010, Rec-Plus signups are conducted as a part of the league registration process.  The Rec-Plus program will be an option during online registration.  The program fee will be collected, along with basic league registration fee at that time.  Please note that this is a different process than was used in previous years.

FEE
A separate program fee is assessed, in addition to the regular LYSL registration fee, for rec-plus players.  This fee will be used to provide 90 minute team training sessions conducted by an LYSL professional trainer once weekly for 13 weeks starting at the beginning of August and ending in November.  The program fee will also be applied toward team entry fees for two season tournaments, one in August and one in October.

The 2010 program fee will be $155.00 per player and is due at the time of player registration along with the $140.00 league registration fee. The player must be registered in LYSL for the current year that he/she will be participating.

Players are still able to try out for placement on a High Comp/Premier team. The supplemental fee for players who register for Rec-Plus but are placed on a High Comp/Premier team will be transferred towards the payment of the Premier Program fee.

REFUNDS
Should a player change his/her mind and decide not to play in Rec-Plus they must submit a refund request by June 7, 2010 and the Rec-Plus supplemental fee will be refunded in full.  Should a player elect to withdraw from the Rec-Plus program after June 7, 2010 the supplemental fee is forfeited with no eligible fee refund.

FINANCIAL AID
LYSL is unable to offer financial aid toward the Rec-Plus fee.

PROGRAM FOCUS
Although this program is being offered to give LYSL participants a higher level of competition than the regular recreational league, it is still considered recreational and it is to be played for "FUN".  Good sportsmanship from players, coaches and parents is expected at all times.  This program is designed to expand the skills, knowledge, ability and love of the game of soccer for player's who are committed to putting in the extra effort required.

TEAM FORMATION
The team formation guidelines will closely follow those of Division 4 teams as adopted by CYSA. Rec-Plus teams will be formed using the following criteria:
  • All players signing up for Rec-Plus will be eligible to play and be placed on a team according to order of receipt of registration.  If teams are full then players will be put on a waiting list in order of receipt of registration.  If not selected, but on waiting list, said player(s) will be placed on regular recreational teams and moved up when opening occurs, if he or she so desires. The supplemental program fee will be refunded to any player who is not placed due to unavailability of roster space.
  • Scholarships will not be considered.
  • No try-outs are held. No experience is required, but since this is a higher playing level than house, it is recommended that each player have basic knowledge of soccer and be reasonably physically and mentally fit to compete at a higher level of competition.
  • Teams will be balanced, as much as possible, based on a player's years of experience, age and area of residence within the city of Livermore.
  • Team sizes will be:
U10:  13 players max;  9 players min
U12:  16 players max; 13 players min
U14:  16 players max; 13 players min
  • Coaches will be allowed to request a certain number of players to be retained in the new season, from the previous season's team providing the players requested agree to be placed on the same team with said coach. The numbers allowed to carry-over will be based upon the age group for that season that has just been completed. The carry over is as follows:
U10 teams max (5) player carry-over
U12 teams max (5) player carry-over
U14 teams max (5) player carry over
  • The number of carry-overs include the child(ren) of the coach
  • Carry-overs must be age appropriate for the age group. NO PLAYING UP will be allowed.
  • Coaches will not be permitted to influence the selection of players to their teams, other than the carry over rule listed above.  There will be NO special requests granted to any parents on placement of their child for any reason including friends, ride share, daycare etc.
  • New coaches coming into the program to replace a coach who leaves will be given an existing team based upon random selection.
  • Program registrations for players from outside of Livermore will be considered based on reason for participation. Program acceptance will be based upon a vote by the LYSL Executive Board.
  • Players that try out for the high comp program but are not placed on a high comp team are still eligible to participate in Rec-Plus provided they have signed up and paid the Rec-Plus program fee during open registration (March 1 thru May 15). Players who elect not to accept a position on a high comp team or players who elect to leave a high comp team during the season and did not register for rec-plus during open registration will be placed at the end of the waiting list.

GUIDELINES
  • Players are expected to exhibit a higher level of commitment than the recreational division and are expected to participate and be present for a minimum of 90% of the scheduled practices/training sessions beginning in August of the playing season.
  • Those players falling below the 90% minimum attendance level are subject to potential replacement by a player from the waiting list.  Players that are replaced will be given a chance to be placed on a regular recreational team, space permitting. If no space is available, then he or she will be placed at the end of the waiting list for the regular recreational division.
  • Players falling below the 90% attendance will not be removed by the coach, but the coach, parent of the player and Rec-Plus coordinator will meet to discuss the circumstances. The final determination will be made by the Rec-Plus coordinator. This ruling can be appealed to the Director of House.  There will be no refund of the Rec-Plus fee after the June 7 deadline for players not complying with the 90% rule.
  • There are some Sunday games. Approximately 20% to 30% of regular season and tournaments involve Sunday play.
  • Practices will not be allowed to start until July 1 of the current year's playing season.
  • Training sessions will not start until after August 1 of the current playing season.
  • Coaches will be selected based on desire, commitment, license level, PCA Workshop certification, child participating, experience with LYSL and order of receipt of registration of child playing, if applicable.
  • Coaches will be scrutinized and possibly rejected based upon prior year(s) unsatisfactory performance related to poor role modeling deemed contrary to ideals of the Positive Coaching Alliance and/or any documented disciplinary action.
  • All players must be given at least 50% playing time based on a per game basis. The 50% can be less based upon health issues, injuries, disciplinary action, red or yellow cards and the player's own desire to not play.
  • Participation requires travel to away matches played outside of Livermore to fields in San Ramon and Danville, but not beyond the Tri-Valley area.  Teams may be playing more than 50% of their games away from Livermore.
  • While playing in San Ramon or Danville, LYSL teams are guests of the host clubs and will conform to the playing rules and code of conduct of the host club (as may be modified by the joint playing league's Supplementary or Consolidated rules). In short, the rules may be different than what you are familiar with, when playing outside of Livermore. LYSL teams are expected to represent LYSL with respect and dignity. The players, coaches, and spectators must conduct themselves with the highest standards of respect for the rules, the officials, and the opponents, and their team. Any LYSL coach, player or spectator who is reported, documented or witnessed by any league official from Livermore, Danville or San Ramon, behaving in an unreasonable or disrespecting manner may be subject to disciplinary action as deemed fit by the LYSL Disciplinary Committee based upon the extent of said behavior and actions.  Such actions could become cause for a player's removal from the Rec-Plus program.
